Co Directors from the Yugoslav part are: Prof. Vukasin Pavlovic, former Dean of the Faculty of Political Science and Prof. Vojislav Stanovcic. Co-directors from the British part are: Prof. John Keane, Director of CSD, and Prof. Margaret Blunden, Provost of the University of Westminster. Programme Assistant is Slobodan Markovic, graduate student at the University of Cambridge and the University of Belgrade.
The School has a Council composed of 4 Co directors and aditional members: Prof. Vucina Vasovic, Dr Richard Whitman, Prof. Joseph Julian, Lecturer Ivan Vejvoda, Lecturer Ljiljana Glisovic (Secretary of the Council).

The background of the idea

The group of professors from the Faculty of Political Science (FPS), University of Belgrade led by Prof. Vukasin Pavlovic, and The Centre for the Study of Democracy, University of Westminster, London (CSD), led by Prof. John Keane, have established International Summer School for Democracy, which is going to be organised every year.
This School has been established after several years of successful academic co-operation between scholars from CSD and FPS. Results of the joint research project THE SUPPRESSED CIVIL SOCIETY (during 1994 and 1995), as well as joint meetings on CIVIL SOCIETY, WAR AND PEACE (London, February 1996), and UNIVERSITY, SOCIETY AND DEMOCRACY (Budva, March 1997) have proved that there are interests, willingness and capacities for joint efforts, to improve and develop co-operation in teaching and research processes in the field of political science with the special stress on problems of democracy and political and social changes. The International Summer School for Democracy is going to be one of the possible and very important forms of this co-operation.
The 1998 Course was: DEMOCRACY AND SOCIAL CHANGE.
The 2000 Course will be: DEMOCRATIC RECONSTRUCTION OF SOUTH-EASTERN EUROPE.

The mission of the School

(1) To promote continuing education and to enhance teaching capacity in political science;
(2) To improve junior faculty education in modern democratic theory;
(3) To provide opportunities for the exchange of experience in regard to the university education in the field of political science, modern methodologies, research and methods of teaching;
(4) To analyse conditions and possibilities for democratic social changes, especially in so called transition societies;
(5) To support teaching, research and academic co-operation between the United Kingdom and FR Yugoslavia, as well as in the region of South-Eastern Europe.
(6) To develop and promote academic exchange between USA and FR Yugoslavia.
Programme
The School's Programme will be created by co-directors and Council for each year.
Here there are some potential topics:
• Political order and democratic changes;
• Parliamentarism and presidentialism;
• Europe and the Balkans (System of security and co-operation);
• Ethnification of policy and challenges of democracy;
• Populism and a new totalitarianism;
• Media and democracy;
• Authority and opposition;
• The main social protagonist of social changes;
• Legitimisation of power and the rule of law;
• The Suppressed and Awaked Civil Society;
• New Social Movements;
• University and Democracy.

School’s participants

The main target group of participants are junior faculty: assistants, outstanding postgraduate students and younger associates, 30 participants altogether: 25 from Serbia and Montenegro, FYR Macedonia, Bosnia and Hercegovina, Bulgaria, Hungary, Croatia, Slovenia, Romania and Albania, and 5 participants from the United Kingdom.
As course lecturers (resource persons) will be engaged professors from Westminster and other British universities and from University of Belgrade and the other universities in FR Yugoslavia), from Syracuse University, USA, as well as 2-3 guest-professors from other countries.
Place and time
Anglo-Yugoslav Summer School for Democracy is held in Perast - Kotor, Monenegro, for three weeks a year (last week in May and the first two weeks in June. (Alternative time: the last week in August and the two weeks in September; Alternative place: Palic Lake Subotica).
