The
School is organised by the Faculty of Political Science of the University
of Belgrade and the University of Westminster, in collaboration with
the Anglo-Yugoslav Society. This is an annual summer school that has
been organised since 1998. This School has been established after several years of successful academic co-operation between scholars from CSD and FPS. Results of the joint research project THE SUPPRESSED CIVIL SOCIETY (during 1994 and 1995), as well as joint meetings on CIVIL SOCIETY, WAR AND PEACE (London, February 1996), and UNIVERSITY, SOCIETY AND DEMOCRACY (Budva, March 1997) have proved that there are interests, willingness and capacities for joint efforts, to improve and develop co-operation in teaching and research processes in the field of political science with the special stress on problems of democracy and political and social changes. The International Summer School for Democracy is going to be one of the possible and very important forms of this co-operation. The
1998 course was: DEMOCRACY AND SOCIAL CHANGE, (1)
To promote continuing education and to enhance teaching capacity in
political science; Objectives General objectives of the School are to disseminate democratic theory among young political Leaders, junior scholars and NGO activists in the region of SEE and thus to facilitate consolidation of democracies in the region. Rationale The School was initiated during the authoritarian rule of Slobodan Milosevic endeavouring to foster regional co-operation and keep Yugoslav political and NGO activists and young scholars open to experiences and practices of Euro-Atlantic community. It was established in the time when Serbia faced xenophobia and ethnic hatred and this was an effort to overcome that kind of situation. In the mean time the School has been developed into an active promoter of democratic values and tolerance in the region of SEE. The main target group of participants are junior faculty,
young political and NGO activists. There are usually 30 participants
altogether. Fifteen participants are selected from Serbia and Montenegro
and the equal number from the region of South - Eastern Europe (Albania,
Bosnia and Herzegovina /Republic of Srpska and the Federation/, Bulgaria,
Croatia, the Hellenic Republic, Republic of Macedonia, Romania, Slovenia). All transportation and accommodation costs for selected
participants are covered by the School As course lecturers (resource persons) are engaged professors and associates from the Centre for the Study of Democracy and form the University of Belgrade, as well as professors from Germany, USA and from Canada.
All applicants from SEE who want to apply should send their CVs as well as one scanned letter of recommendation and one-page letter of motivation to the address: slobamar@EUnet.yu. All participants from Serbia and Montenegro should send the same materials to ivanas@yubc.net. In case applicants do not have possibilities to scan letter of recommendation, it can be faxed to +381-11-36-13-112. Deadline for application has been extended until 16th June. The Selection Committee will meet on 17th June, and all applicants will be informed in afternoon hours of 17th June about their applications via e-mail. The School lasted twelve days and eleven of them were working days while Sunday was free for participants who were advised to read readings during weekend and to prepare presentations for afternoon Curriculum Development Sessions. Each of the eleven days (with the exception of the first and the last day) had three morning sessions (lasting one hour each) and there were additional two evening sessions dedicated to curriculum development which gives the total of thirty lectures and eighteen afternoon sessions that were held during the summer school. The first week was dedicated to Democracy and Globalisation and included the following lecturers: Prof. Margaret Blunden, Prof. Vukasin Pavlovic, Prof. Ilija Vujacic, Mr. Hoyt Yee, Dr Jan Lundin, Prof. Radmila Nakarada, Prof. Miroslav Pecujlic. The second week was dedicated to security with the following lecturers: Mr. Ivan Vejvoda, Dr. David Chandler, Prof. Vojislav Stanovcic, Prof. Vucina Vasovic, Dr. Rory Keane, H. E. Mauricio Massari. There were also four afternoon sessions of Student Discussion Club. At these sessions the students discussed the problems of security and political stabilities in the countries they come from. Special presentations were organised by students from Albania, Bulgaria and Serbia. The presentations were followed by lively discussions dealing with the most problematic problems in the region. All students were divided into four groups: 1. Curriculum Development in the field of Globalisation, Students were divided in such a way that those with academic background joined first two groups and those with NGO or Public Service background joined the last two groups. The students from the first two groups were able to consult the latest books dealing with curriculum development provided by the Civic Education Project CEP. Ceremony of Awarding certificates Ms. Nedic awarding certificate to one of participants On Thursday, 3rd July, a private fair-well party with live music was organised in the café Question Mark in Budva. At the end of the School (Friday, 4th July) a ceremony of Awarding certificates was organised followed by a cocktail party. At the ceremony Ms. Aleksandra Nedic from the British Embassy, Belgrade awarded certificates to all the participants who were also given the latest issue of Chevening Magazine. After each week of the School the students filled evaluation forms with an aim to evaluate every lecturer through five categories: 1. How well prepared was the lecturer, 2. How clear was s/he in delivering his/her lecture, 3. What was the level of his/her inter-activity, 4. How interesting was the topic to the students, 5. What was general impression of the School. Next to each lecturers' name the students had space to write their written comments. The students also evaluated Afternoon Country Presentations by students, Curriculum Development, Organisation of the School, Accommodation, Food and Structure of Participants. The whole evaluation will be available at www.ays.org.yu and will also be sent personally to all lecturers. The comments are sent only to those lecturers that they are related to. The following are the results of the evaluation made by students:
General impressions of both schools can be termed as very good. A slight decrease in average grades for certain criteria (preparedness and inter-active approach) can be attributed to the fact that the previous summer school had the second week dedicated to media which included the use of video materials and special presentations which are always highly evaluated.
As one can see the students were rather satisfied with the organisation of the School, However, they were not too much satisfied with the selections of Slovenska Plaza Hotel. In written comments they complained mostly about noise and the fact that cafés were opened contrary to the law until 4 or 5 oclock a.m. The other fact that caused some dissatisfaction is the lack of proper management of the Hotel. The organisers originally planned to organise the School in Petrovac, in Hotel Palas, but their reservation was cancelled just several days prior to the School. Therefore they had to accept what was available and consequently accepted to move the School to Budva. The food was evaluated significantly better than during the previous summer school, but still not good enough. Having in mind the experience with Slovenska Plaza Hotel the organisers will certainly move the School to some more suitable hotel next year. Advertisements of the School and Press Coverage The School was advertised principally through e-mail groups of which the most important is Balkan Academic News Group. The Announcement of the School and the Call for Applications were also sent to the alumni of ISSD. Advertisement of the School was published on one whole page of Fulbright Forum (Newsletter of the Fulbright Alumni of Serbia and Montenegro), June 2003, No. 2, page 6. Montenegrin media covered the School adequately. The leading Montenegrin quality daily Pobjeda had an article on the School published on 24th June 2003 (see left). The article gives basic data on the School and mentions all sponsors of the School (British Embassy, American Embassy, Canadian Embassy and Fund for an Open Society). Leading dailies also covered the closing lecture of Ambassador Massari, Chief of Mission of OSCE in SaM stressing different aspects from his lecture. Pro-governmental Pobjeda and independent Vijesti both covered his lecture in their issues of Saturday, 5th July 2003. Both articles have brief information on the summer school. Another important presentation of the School will appear in forthcoming issue of the Chivening Magazine. Co-director of the School Prof. Margaret Blunded has given an interview to the editor of this journal.
